The NDA was formed as an alliance in May 1998 to contest the general election. This included several regional parties, including the Samata Party and the AIADMK, led by the BJP as well as the Shiv Sena, the only member who shared the Hindutva ideology of the BJP. The NDA was able to win a slim majority in the 1998 elections, with external support provided by the TDP, and Atal Bihari Vajpayee returned as Prime Minister. The AIADMK withdrew its support so the government collapsed within a year. The NDA won the 1999 election with a large majority as few regional parties got together. This time for a full five-year term, Vajpayee became the Prime Minister for the third time.
The NDA called the 2004 elections off schedule. Its campaign was based on the slogan “India Shining”, which attempted to hold the NDA government responsible for the country’s rapid economic transformation. However, winning only 186 seats in the Lok Sabha, the NDA suffered defeat, compared to 222 of the United Progressive Alliance led by the Congress, with Manmohan Singh succeeding Vajpayee as Prime Minister. Commentators have stated that the NDA’s failure to reach rural masses was the explanation for its defeat.
